Can i get a cable to connect a 14inch portable tv to a 19widescreen PC monitor?

I have a digital tv receiver for the pc but the reception is useless.Can i get a scart connetion that will connect the 14 inch tv + the 19 widescreen monitor together so as i can watch tv on the 19inch widescreen. The hdtv is useless

4. What’s the purpose? It depends how old the portable is – it’s not easy, 2 different types of input – you may require a pc tv video card for the pc to convert the tv output, so you go from tv to pc to monitor
