Isn't it true ATSC (digital tv) doesn't work while moving?

Yet I've seen portable digital TV sets and sites with instructions on how to hook up digital TVs and converter boxes for use in cars and RVs. I thought ATSC had major signal problems when moving at vehicular speeds?
