Why is there a giant condom on my local watertower?

the water tower where i live is the extra wide corrugated metal skirted type. it has a giant white canvas condom covering it and 2 massive ventilators hooked up to the condom. it even has lots of portable lights shining up on it at night. there is a 20 foot portable microwave relay antenna next to it. WHAT IS HAPPENING AND SHOULD I BE CONCERNED?? might it do with government conspiracy's and/or extraterrestrials? i saw an unmarked communications van at my city hall the same time. it had a microwave and satellite antenna on it. again, should i be worried? it wasn't a pacsat or cable tv one as it was completely unmarked and new looking.
